Twenty-one is three sevens, and it is a Fibonacci number, the eighth in the sequence 1, 1, 2, 3, 5, 8, 13, 21. It is the target in blackjack and, in several countries, the traditional age of majority or of reaching full adulthood. It reduces to Three in numerology, which writers link with growth and self-expression.
In the tarot, the twenty-first card of the major arcana is The World, the final card of the sequence that begins with The Fool at zero, and it stands for completion and arrival.
